Group Commanders:
This is to notify you that reimbursed orientation rides have reached their budgetary limits. Orientation rides dated after today will not be paid/reimbursed since there are no more Federal funds at this point. Units, Groups or pilots will be responsible for any flights flown after today's date until further notice. Please get out the word to your orientation flight schedulers and units flying orientation rides. If more funding becomes available we will let you know.

SUBJECT: Legislative Update
1. The Commonwealth's budget, House Bill 2579 is picking up steam as it moves through the General Assembly and the time is now to contact our state senators and state representatives. It is the final chance.
2. In this budget we submitted for $450,000 with the increase dedicated to increasing support for cadet programs/activities, the school initiative program, increased costs and a mission contingency fund to pay for state assigned missions such as Homeland Security, state assigned searches, crash site security and other missions not reimbursed by the Air Force.
3. While our cadets and members were visiting the Capitol on 10 & 12 May, the House of Representatives pased their version of the budget which included $400,000 line item for us under the Department of Military and Veterans Affairs.
4. The Senate amended the bill a great deal and returned it to the House with many of the House's amendments, including ours, taken back out.
5. Just yesterday, the House non-concurred with the Senate's version of the Bill which means it is going to a conference committee of the leaders of the House and Senate, both Republican and Democrat as well as both parties' Appropriations Committee chairs in each chamber. There the final budget will be decided.
6. Now is the time to contact your state senator (or representative) to ask him to let his leadership know that he supports the Civil Air Patrol's appropriation. The leadership looks for input from their party's members to determine what will be included in the budget. They really do track how many letters they receive on each topic from the other senators or representatives supporting a line item. Ask your senator or representative to copy you on his letter to his leadership.
The word in Harrisburg is that the final budget will be completed on time, before the end of June and probably in the first two weeks of June. PLEASE DO NOT DELAY IN CALLING YOUR ELECTED REPRESENTATIVES
NOTE: House Bill 2579 is the Commonwealth's budget bill for the 04-05 Fiscal year that starts July 1. Civil Air Patrol's appropriation is a line item in the Department of Military and Veterans Affairs budget. |
